The Andhra Pradesh government is introducing of an Artificial
Intelligence-based Real-time Beneficiary Identification System (RBIS) by
October 2020. The RBIS will replace the old Pension Distribution system which
is currently in place for pensioner identification. The move is to curb to
change the range of misappropriation of funds as the current PDO process is
filled with defects.
The move comes as a part of the nine promises, created by the
YSRCP during the election that costs less than which the government pays
pensions to more than 61 lakh folks from vulnerable and poor groups like senior
citizens, widows, women that are single, people with disability, and various
other such citizens.
The social security pensions are not even for all of the groups -
it ranges from Rs 2,250 monthly for like senior citizens, weavers, toddy
tappers, widows, women that are single, fishermen, Art (PLHIV) persons,
standard cobblers while for handicapped persons, transgenders and dapper
artists, it's Rs 3,000 monthly. People with chronic kidney diseases are
compensated Rs 10,000 monthly. As all of the beneficiaries are uneducated, the
PDO authentication via thumb perception is found to get provided rise to
corruption.
The pensions are distributed by village and ward secretariat
volunteers soon after receiving a thumb impression. Due to several factors -
such as incorrect thumb impressions or maybe no impressions at all - the
volunteers are reported doing a partial payment, maintaining the additional
half for themselves.
This process is going to be curbed with the launch are the
AI-based RBIS which is all set to be introduced in October. The product is
going to allow individuals to authenticate by face recognition on a real-time
foundation, as discussed by the official.
The system has already been deployed in East and West Godavari and
Krishan districts for the last three months, as part of an experiment. Only
after the successful implementation of the system has the officials have now
decided to roll-out the technology state-wide, stated the official.
